Insurance for Public Snow Plowing Contracts
A public snow bid prints its insurance requirements in the solicitation, down to the endorsement numbers. If one line doesn't match your policy, the certificate comes back. We read the spec against your policies before you submit.
Send the solicitation's insurance section with your dec pages.

Who This Is For
Contractors who plow and salt for the public sector.
You bid snow plowing and spreading for the State, the New Jersey Turnpike Authority, counties, towns, school districts or county colleges. That means heavy trucks, CDL drivers, call-out windows measured in hours, and an insurance spec written into the contract.
What Public Snow Specs Ask For

Read the current solicitation every time. The Turnpike's 2026–29 cycle (RM-202029) closed June 11, 2026, and its insurance terms sit behind a login, so we haven't confirmed changes.
Trucks, Drivers and Call-Out Clocks
T0777's Class A plow truck is 45,000 lb gross vehicle weight or more. Contractors must be ready within two hours of a call-out; if they are, short events pay an 8-hour minimum, with deployed time at half the operating rate. The Turnpike's 2024–27 bid called for trucks of at least 55,000 lb, available October 15 to April 15, with registrations and proofs of insurance submitted with the bid.
Underneath, New Jersey requires a $1.5 million combined single limit for commercial motor vehicles, which the Department of Banking and Insurance describes as 26,001 lb GVWR and up, and a CDL from 26,001 lb.

Lights and Immunity Come With Conditions
Amber and green lights
A flashing amber light on a commercially registered plow needs an MVC permit, and qualifies only while plowing or sanding a public highway under a government snow contract (N.J.A.C. 13:24-4.1). Since January 12, 2026, green lights, shown with amber, are allowed on snow vehicles owned and operated by government or contracted by NJDOT (P.L.2025, c.209). The Move Over law names maintenance vehicles operated by the State, an authority, a county or a town; private plows aren't named.
You don't inherit the town's immunity
Public entities have Tort Claims Act weather immunity (N.J.S.A. 59:4-7) and the common-law snow-removal immunity of Miehl v. Darpino (1968), which survived the Act (Rochinsky v. State, 1988). But the Act's definition of "employee" excludes independent contractors (N.J.S.A. 59:1-3), and in Rochinsky, where NJDOT and its contractors had plowed the road, the Court analyzed immunity only for NJDOT. We found no New Jersey case extending a public entity's snow immunity to a private contractor. Your own policies have to stand on their own.

Coverage Priority for Public Work
Auto leads: the heaviest trucks and the strictest wording.
| Coverage | Why it ranks here | Check your policy |
|---|---|---|
| Commercial auto → | Heavy trucks and CDL drivers; the Turnpike names the MCS-90 and CA 99 48 and wants owned, hired and non-owned autos covered. | Are both endorsements on before bid day? |
| General liability → | Products-completed operations aggregates and no snow exclusion, which Berkeley Heights asks you to prove. | Do the forms cover snow plow operations? |
| Umbrella & excess → | The Turnpike lets its $3 million be met with any mix of primary and excess. | Does it sit over auto and liability both? |
| Contracts & certificates → | Additional insured, primary wording, waivers and 30 or 60 days' notice. | Can your carrier give that notice period? |
| Workers' compensation → | Employers liability asks run from $100,000 to $1 million. | Do your limits meet the spec? |
| Contractor's equipment → | Loaders and mounted plows work far from your yard. | Are they covered for collision and vandalism? |

Public Contract Questions
What insurance does NJDOT require for snow plowing contractors?
Under T0777 (Bid 25DPP01134, October 1, 2025 to September 30, 2028), the State Standard Terms (Rev. February 8, 2024) require $1 million general liability per occurrence, a $1 million auto combined single limit, employers liability of $1 million/$1 million/$1 million, and the State as an additional insured. Every driver must hold a CDL.
Do I get the town's immunity when I plow for the town?
Don't assume so. The Tort Claims Act defines "employee" to exclude independent contractors, and we found no New Jersey case extending a public entity's snow-removal immunity to a private contractor. Talk to your own attorney about a specific contract or claim.
Can an umbrella make up the difference between my auto limit and the spec?
It can, when the spec allows it. The Turnpike's 2024–27 bid lets its umbrella limit be met with any mix of primary and excess, and New Jersey's commercial auto minimums can be met with a commercial auto, umbrella or excess policy, or a combination (N.J.S.A. 39:6B-1). Check that the umbrella sits over the auto policy.
